would push back \u201cunequivocally\u201d when it disagreed with Israeli policies, but that America\u2019s support for <a title=\"More news and information about Israel.\" Monday.<\/p>\n<\/div>\n<\/div>\n<p>In a speech to a pro-Israeli group that mixed reassuring notes about helping Israel face the Iranian nuclear threat with a blunt warning that the status quo in the Middle East was \u201cunsustainable,\u201d Mrs. Clinton said, \u201cThere must be no gap between the United States and Israel on security.\u201d<\/p>\n<p>She defended the administration\u2019s decision to criticize the government of Prime Minister <a title=\"More articles about Benjamin Netanyahu.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/n\/benjamin_netanyahu\/index.html?inline=nyt-per\">Benjamin Netanyahu<\/a> over its announcement of housing units for Jews in East Jerusalem during a visit to Israel by Vice President <a title=\"More articles about Joseph R. Biden Jr.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/b\/joseph_r_jr_biden\/index.html?inline=nyt-per\">Joseph R. Biden Jr.<\/a> The move, she said, undermined indirect talks that the administration is trying to broker between Israelis and Palestinians.<\/p>\n<p>\u201cOur credibility in this process depends in part on our willingness to praise both sides when they are courageous, and when we don\u2019t agree, to say so, and say so unequivocally,\u201d she said.<\/p>\n<p>Still, Mrs. Clinton suggested that the spat with Israel might be nearing an end, with Mr. Netanyahu scheduled to meet with her here on Monday and with <a title=\"More articles about Barack Obama.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/o\/barack_obama\/index.html?inline=nyt-per\">President Obama<\/a> on Tuesday. Mr. Netanyahu, she said, offered \u201cspecific actions\u201d in response to demands she made after the housing flap, which overshadowed Mr. Biden\u2019s trip.<\/p>\n<p>The administration is seeking additional gestures from Mr. Netanyahu, she said. But, she added, \u201cWe are making progress and we are working hard to keep the proximity talks moving ahead.\u201d<\/p>\n<p>After a week in which some worried that Israel and the United States were on the brink of a breakdown in relations, Mrs. Clinton\u2019s speech to the <a title=\"More articles about the American Israel Public Affairs Committee.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/a\/american_israel_public_affairs_committee_aipac\/index.html?inline=nyt-org\">American Israel Public Affairs Committee<\/a> was clearly designed to calm the waters. Despite predictions that she would be booed, the crowd of 7,000 at the Washington convention center interrupted her repeatedly with standing ovations.<\/p>\n<p>In an emphatic, spirited address that she could have delivered on the campaign trail, Mrs. Clinton said the United States would not tolerate a nuclear-armed Iran, which Israel views as a threat to its existence, and she vowed to impose tough new sanctions against the Iranian government.<\/p>\n<p>\u201cOur aim is not incremental sanctions, but sanctions that will bite,\u201d she said.<\/p>\n<p>Marshaling support for these sanctions at the <a title=\"More articles about the United Nations.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/u\/united_nations\/index.html?inline=nyt-org\">United Nations<\/a> was taking time, Mrs. Clinton said. \u201cBut we will not compromise our commitment to preventing Iran from acquiring these nuclear weapons.\u201d<\/p>\n<p>Mrs. Clinton praised Mr. Netanyahu for his endorsement of a two-state solution. She said the United States would not impose its own plan for a peace agreement on the Israelis or <a title=\"More articles about Palestinians.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/subjects\/p\/palestinians\/index.html?inline=nyt-classifier\">Palestinians<\/a>, noting that the status of Jerusalem is a sensitive issue that would be hashed out at the bargaining table.<\/p>\n<p>And Mrs. Clinton condemned those who incite violence against Israelis, whether it is a <a title=\"More articles about Hamas.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/h\/hamas\/index.html?inline=nyt-org\">Hamas<\/a>-controlled city renaming a square after a terrorist who killed Israelis, or Palestinians whipping up anger after Israel rededicated a synagogue in the Jewish quarter of Jerusalem\u2019s old city.<\/p>\n<p>But Mrs. Clinton also made it clear that the row over Mr. Biden\u2019s visit might not be an isolated incident.
