Among moves being considered were a total import ban on settlement goods or the implementation of special labels for goods made in communities beyond the Green Line, such as South Africa adopted last month.<\/p>\n<p>Channel 10 quoted the official as saying the EU Executive Commission would likely make a decision on the issue next month.<\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<p>Meanwhile, <a href=\"http:\/\/electronicintifada.net\/tags\/norway\">Norway\u2019s<\/a> foreign minister\u00a0<a href=\"http:\/\/electronicintifada.net\/tags\/jonas-gahr-store\">Jonas Gahr Store<\/a>\u00a0hinted that his country, which is not part of the EU, is also considering taking action against trade in settlement goods.\u00a0<em>Haaretz<\/em> <a href=\"http:\/\/www.haaretz.com\/news\/diplomacy-defense\/israel-palestinians-may-lose-chance-for-two-state-solution-norway-fm-says.premium-1.462796\">reported<\/a> (subscription required):<\/p>\n<p>&nbsp;<\/p>\n<blockquote><p>The international community must consider how to relate to the import of goods that are produced in the settlements, \u201cwhich we consider illegal according to international law,\u201d the Norwegian Foreign Minister, Jonas Gahr Store told <em>Haaretz<\/em> on the eve of his visit to Jerusalem and Ramallah.<\/p>\n<p>Store, head of the Ad Hoc Liaison Committee &#8211; a donor support group to the Palestinian Authority &#8211; said that Norway would \u201cconsider various options to demonstrate its policy in regard to the expansion of the settlements.\u201d<\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<h2>Settlement products are illegal<\/h2>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/www.middleeastmonitor.com\/news\/europe\/4265-norwegian-foreign-minister-says-settlement-goods-are-illegal\">One commentary<\/a>\u00a0interpreted Store\u2019s comments to mean that the Norwegian government believes settlement products are illegal, a view shared by two recent publications from Palestinian human rights organization <a href=\"http:\/\/electronicintifada.net\/tags\/al-haq\">Al-Haq<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>A legal memorandum entitled \u201c<a href=\"http:\/\/www.alhaq.org\/advocacy\/topics\/settlements-and-settler-violence\/603-legal-memorandum-on-state-responsibility-in-relation-to-israels-illegal-settlement-enterprise-\">State Responsibility in Connection with Israel\u2019s Illegal Settlement Enterprise in the Occupied Palestinian Territory<\/a>\u201d released in July and endorsed by legal experts including Professor <a href=\"http:\/\/electronicintifada.net\/tags\/jon-dugard\">John Dugard<\/a>, the former UN Special Rapporteur on Palestine,\u00a0made clear that states have a responsibility to end all forms of support or recognition for Israel\u2019s settlement enterprise, including by preventing the trade in settlement goods.<\/p>\n<p>&nbsp;<\/p>\n<p>On 3 September, Al-Haq published <a href=\"http:\/\/www.alhaq.org\/advocacy\/topics\/housing-land-and-natural-resources\/621-israels-unlawful-exploitation-of-natural-resources-in-the-occupied-palestinian-territory\">a report on Ahava<\/a>, the Israeli cosmetics firm that operates in an illegal settlement, in which it called for \u201crestrictive measures\u201d on the import of Israeli products from Israeli settlements, \u201cbecause of the serious violations of peremptory norms of international law that settlements and their related infrastructure entail, such as the violation of Palestinian right to self-determination.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>The report explained that EU member states \u2014 and, by implication, all other states that allow imports of settlement goods \u2014 are violating their own legal obligations by allowing the trade in settlement goods to continue:<\/p>\n<p>&nbsp;<\/p>\n<blockquote><p>On the one hand, by allowing the entering of such products in their internal market, the EU and its national authorities are in breach of their duty of non-recognition of Israel\u2019s unlawful conduct in the OPT [occupied West Bank and Gaza Strip]. On the other hand, by trading goods coming from Israeli settlements, the member States of the EU are actively cooperating and supporting the maintenance of the illegal situation created by the Israeli authorities in the occupied territory, in clear violation of their legal obligations under international law.<\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<h2>Time to end trade with companies operating in settlements<\/h2>\n<p>&nbsp;<\/p>\n<p>These latest comments from European officials follow recent decisions by the Danish and <a href=\"http:\/\/electronicintifada.net\/tags\/south-africa\">South African<\/a> governments to join the UK in <a href=\"http:\/\/electronicintifada.net\/blogs\/nora\/bds-roundup-south-africa-and-denmark-correctly-label-israeli-settlement-products\">issuing guidance<\/a> that settlement products should be labeled in a way that distinguishes them from other Israeli exports.<\/p>\n<p>&nbsp;<\/p>\n<p>Irish foreign minister Eamon Gilmore <a href=\"http:\/\/www.sadaka.ie\/Articles\/Briefings\/BRIEFING-Ireland_supports_EU_ban_on_settlement_goods.pdf\">has stated that Ireland supports<\/a> an EU ban on settlement trade.\u00a0In May, a UK foreign minister <a href=\"http:\/\/electronicintifada.net\/blogs\/asa-winstanley\/updated-minister-hints-uk-eu-move-towards-ban-israeli-settlement-goods\">appeared to hint <\/a>that the UK government is considering further action on settlement products. Campaigners from several other European countries have reported that foreign ministries have become much more open to calls for action on settlement products in recent months.<\/p>\n<p>&nbsp;<\/p>\n<p>This gradual but significant change in attitude by major governments should be viewed as a response, at least partially, to succesful campaigning by the movement for boycotts, divestment and sanctions (BDS) against Israel.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/electronicintifada.net\/tags\/agrexco\">Agrexco<\/a>, formerly Israel\u2019s largest exporter of agricultural produce, entered into administration in September 2011 following a campaign that took place in more than 15 countries and played a major role in the company\u2019s collapse. Building on this success, campaigners in the UK successfully persuaded the Cooperative Group, one of the UK\u2019s biggest retailers, to end trade with companies like <a href=\"http:\/\/www.bdsmovement.net\/2011\/mehadrin-profile-8450\">Mehadrin<\/a> that export from Israel\u2019s illegal settlements.<\/p>\n<p>&nbsp;<\/p>\n<p>In a <a href=\"http:\/\/www.bdsmovement.net\/2012\/palestinian-civil-society-applauds-coop-9008\">statement<\/a> celebrating the Cooperative Group\u2019s decision, agricultural organizations in Palestine explained their support for a focus on complicit companies rather than just settlement produce itself:<\/p>\n<p>&nbsp;<\/p>\n<blockquote><p>Agricultural export companies routinely mislabel their produce and are known to market settlement produce as originating from inside Israel.
